There is absolutely no excuse for using a mobile while driving.
People will not listen, I see drivers with mobile phones clamped to their ear while driving every day, the message is just not getting through!
A mandatory 12 month ban might make them take notice.

It's a very well made, hard hitting video and obviously very sad. I agree with mandatory driving bans, people just pay a fine and then that's it. A spell on foot or on the bus gives people a chance to think about things and possibly put some value to having a licence. I would also double the driving ban (and fine) for every subsequent offence. So offence 1 - 1 year ban, offence 2 - 2 year ban, offence 3 - 4 year ban, offence 4 - 8 year ban etc. This should catch peoples attention.

Personally I'd make the second offense a permanent ban.

It would certainly focus the mind on ones actions while driving  :thumb:
